How to pay someone in Russia? Paypal does not work, apparently?

How can you send someone money who lives in Russia?
I was told that Paypal cannot be used there for them to
receive money; they can only send out with paypal.

How can i send them money? its small; too small to wire.

The IDN community deals with a lot of transactions in Russia, Middle East and even areas of China where paypal is not available. For small to mid size sales a common practice is to "add money" to the other persons domain accounts at places like Dynadot, which they can then use to buy new domains or renew domains in their account. (Once they get funds, they change password on the account.) For cash, a bank wire oversea is an easy solution, cost is usually $25.

I used Western Union a couple times. Just look for a "Send money
using Western Union" pamphlet in the post office, fill out the form, have your
drivers license ready. Then tell your friend the money transfer number and
details of the transaction and they can pick it up. Charge is 10%.

Can Western Union be done online, to Russia?

Moneybookers.com does not seem to work either

In some countries can do western union online, up to a certain amount. But remember, you cannot chargeback these.
 
I usually send them a bonus on rentacoder.com. They can withdraw from there.
 
I believe they also accept vodka as payment.
