I don't think anyone would know when is 12:00AM or 12:00PM.
I will change the rules so there will be no 12:00 AM or 12:00 PM.

OP must use either military time (24 Hours) or 12:00 Noon/12:00 Midnight.

I think this should work!

ok, 1200 hours is noon 12PM is noon
