I need serious help with DNS stuff

Ok I have a registrar in Italy where you cannot manage your nameserver but you can create dns records.
I tried to host a domain on 1and1.com on the nameservers
ns57.1and1.com
and
ns58.1and1.com

I made a ping on the server with those results:
74.208.2.9

Now I created the DNS record for the server and the name did not work.
I wrote a support ticket and they answered me back that they have as an ip the following:

82.165.207.166
I did an ip location here http://www.ip2location.com/free.asp and it looks like its 1and1.com

How did they get that IP?
It is important because the name wont work with my ip but it works perfectly with theirs.
I tried to move some name to sedo did a ping but the DNS I get wont work.
What kind of IP are they using?
Where did they get it??

What exactly are you trying to do?

You will need a dedicated ip (preferably 2) to make your own nameservers

If you just want dns try zoneedit.com

I am not trying to make my own server, I am trying to make the name resolve on 1and1.com name server. In orther to do it I need to create a dns record at my registrar.
I tought you need to use the IP for the nameserver but it looks like I was wrong.
Now where did they get that ip adress if the only infos I sent them was the nameserver ns57.1and1.com and ns58.1and1.com?
I need to find out what IP I need to input but I have no clue where they got this number:
82.165.207.166
