info renewals, why not cheaper?

I wonder why, for instance in ENom, I can get a new .info for 3.95, but not renew at that rate?

What makes me more curious is why havent other registrars, since I assume they dont pay for regs or renewals, offered special bulk pricing (under $4) per info name.

they are not going cheap
