List software

Someone Please HELP! I want to make a city directory and cant find the software I want. I think the best thing for me to do is use some simple list software, and install it many times on my site. I dont want to build the whole thing in html as the lists will be changing all the time, but dont want to use a portal system as I want more control over look and feel.

I know i want to use several sites to do it, but most I want on one site. Any help would really be welcomed.
