Manually Registering expired names

Is it possible to manually register an expired/dropped name?
Say for example

example . com gets dropped on Feb 10 2003 at 2:00 pm and was registered at networksolutions
If I enquire the whois at networksolutions at 2:01 pm , will it show as available ?

Will the same info be updated in all other registrars whois at 2:00 pm ?

The whois generally has some lag time, usually a couple of hours (according to my experience). Your safest bet is to use the tool at your favorite registrar to check availability.

Of course it's possible to register expired names manually. The question is: how many others are competing with you out there?

I agree.. it's rather easy to manually register a domain name, unless it's medium value (well sometimes you may be lucky) but if it's a really good drop, forget about it :)
