Problem sending DNF$ to another member

When I try to send DNF$ to another member I am receiving the following error message:

You do not have enough %1$s to perform this item.

I am not sending more than I have, so there is a problem with the system.

Can I mod manually send the DNF$ to the other member if the bank is having an issue?
