promotion forums/links

I was hoping to find a page that had links to forums and link sites, that and or a way to get link pop.

Let me back up, guess its two questions.

I'm looking to promote some of my sites and get link pop, but kind of torn about link pop, for its sake alone if the Se's really do punish for farms. I guess I'm mainly looking for a list of forums I might could place and ad that might get read. If I could send an ad to many forums and it didn't hurt me in the search engines surely would be interested.
