someone emailed me via my whois info for a domain i own.

he wants me to get an appraisal from this certain website before he makes an offer.

the link he sent me was an archive from a site called domaintalk? or dntalk? where he was asking about a good appraisal service.

my paranoid self is thinking he is just trying to get me to spend $59 bucks at this site for the appraisal and not make an offer.

Is it normal to ask someone to get an appraisal cert. before making an offer? how should i handle this?

i thought you can get paid appraisals for domains you don't own and thinking of buying

cann't he pay for the appraisal and then make you an offer?!

Yes it sounds kind of silly letting you pay for it, it really smells scam.
 
If he wants you to pay for the service then it a scam!

but if he is paying then most likey he is a good buyer!
