.RE domain name registration question

Hi,

I want to register a .re domain name but do not have a local address which is the basic requirement to register a .re domain and neither am I citizen which is the second requirement.

Would someone know if any registrar provideds arrangement where they register the domain name for clients providing their add as admin contact?
