transfer fees for auctions

are there stated rules about transfer fees or costs in these auctions?

i would assume if the reg's are with a registrar that has a transfee fee the buyer pays and the seller has to state such fees exist

i would assume that the registrars that allow free pushes means the seller can't charge a transfer fee

also, I know GoDaddy has free pushes, but they have a 60 day freeze on new regs', anyone know if such new regs' can be pushed at godaddy or does one have to really wait 60 days to do a full transfer?

anyone know how netsol handles transfers to other netsol accounts?

does the new owner have to pay netsol any fees? or does netsol allow an account to get transfers into it without new fees, since they are the orignal registrar?
