Verisign running program in background?

Was just looking through my startup list & found something on Verisgin called "navi" which is located @ "C:\Program Files\Verisign\NAVI\Naviagent.exe & gave this address:

http://manifest.verisign-grs.com/manifest98.xml

What the heck is this?? I couldn't get anything to come up at that address.
