Want to create a forum....Advice ?

HI guys. I recently bought 2 names that I'd like to create a forum with :
MainlineForum.com &
MainlineChat.com
I'm going to forward the chat name to the forum name for more traffic.
I want to make a forum where I have full control of the advertising unlike some of those
free forum making sites. Mainline Pa is a very rich area of old-school money...LINK
What is out there to use or buy (not too expensive) ? Which would You use if you were
going to cater to this type of clientele ? With high-end ads (fashion, jewelry)

I thought several times to open a forum on various topics but I've always abandoned the idea because I think that the forum's moderation needs too much time and work 24/7 to delete insults, spam, p0rn, viagra, etc. so, it can be done only by a team
