An experienced domainer with over 1000 domains sell a domain to me for 25% less than what he paid for it 3 weeks earlier,i have seen this a number of times,is it they think they intially paid to much for it or just simply need the cash ?
 
Maybe a bit of both. Maybe they spent too much on domains and now need cash to cover their overspending? Then again they could just need fast cash. I have sold domains well below value because I was in a bind.

Well, there are a number of potential reasons but a top one is regret. Sometimes people get caught up in bidding wars and need to keep capital flowing.

If I had no cash I would consider underselling a domain if there was some amazing deal on the table that I needed the funds for.

My best advice to you would be if you feel as though you are getting a good deal and even if he is selling below what he spent or what its worth consider it a blessing in disguise,

Thats value but have you sold a couple of weeks after you paid low to mid x,xxx for them ?
