Call it an "administration fee"

Same way many other sites on the internet charge the 4%. Most even calling it a fee for using Paypal! Everyone knows it's in the TOS.

namepros staff: "As per PayPal TOS - you cannot ask buyers to pay fees!"

I really like the names but its not right to ask buyers two different prices. Is it so hard to ask one price for a domain? Just calculate in advance.
