• he agreed to sell 32842.com
• i paid him his money via paypal
• the domain is at network solutions
• the procedure is for me to request the domain name then the seller [together4forever] needs to agree to the transfer
• he has not done this and refuses to communicate with me
• please help any thoughts?

Again completely wrong, Already Accepted the Transfer Requested, already showed him the Screenshot of even a Ticket i opened up for This Transfer not happening, request support from Network solutions .After all this, if their is any issue with network solutions i have been more than supporting and communicating.
