Minimum offer price is the lowest offer that will be considered - it is not an ask.
Many minimum offer prices posted here are much lower than at Afternic, since folks who read here expect wholesale pricing. With that said, a bid on Afternic for some of the domains is binding while bids made via PM/email are not - some buyers may choose to bid there to "force" a sell - some reserve prices there are much lower than I'd like to sell the respect domains for to generate interest ... enough rambling on ... here are some select domains for sale (disregard * shown in some domain names):
