Affiliate Programs adwords wants $13 per click?!?! WTF?

Hi,
Im promoting a product on adwords that is in regard to affiliate programs and making money online. However, they wont use any keywords unless my bid per click is atleast $13! $13 for 1 click is insane!!!!!!!!

Is this right or an error?

AdWordsAdvisor replied but did not really have more detail outside of the quality score with landing pages system.

It just depends on what you are advertising and
where you want the ad placement

My feeling is:

a) These keywords are not relevant to the target page.
b) You are punished, so wait few weeks (this happen when you advertise like a glouton without taking care of ... to sumarize your previous ad campaigns had an horrible CTR).

Sounds like you are getting hit with a quality score penalty they
sometimes hit affiliates with. Study up on how to boost
your quality score and try to make a landing page that has
value and is not just an affiliate ad.
