I think its a domain name that needs to be developed to increase past reg fee in value.

"Top40" has a lot of search engine generated traffic potential.
41,342 overture searches for top40 last month! I think that's considerable.

BTW, this is my biased opinion, I own top40.ws, and highest offer received so far is only $50! So I intend to develop it...

books.top40.ws
etc

The tiny country code domains like .WS (Western Samoa) and .FM (Micronesia) rarely have any resale value at all. I'm actually surprised anyone offered as much as $50 for one. I personally would not spend time developing one either because very few buyers are going to want to buy a site that has the stigma of such a bad extension. Maybe you can beat the extremely long odds though - good luck.
