I thought that was possible with Enom but I'm not totally sure.

It's the REGISTRY (CIRA) that imposes the Canadian Presence Requirements for registrants, so basically REGISTRARS don't have a say in this.

Any registrar will allow a non canadian as long as they meet the requirements, such as a corporation, or some of the others. Check out cira.ca for more details.
