Asking About .. traffic from one source !

if there is a banner linked to my New Domain Name . and it is the only traffic coming in .. and my web site is new .. is it allowed to park the domain in any PPC company ? so the traffic source will be only from web banner with huge or little traffic ?

Banner traffic is not allowed at any Parking company that I am aware of.
