I have been asking lately whether the practice of several sellers to list a domain ASKING for a bid on various auction places (such as Sedo) constitutes a valid auction sale. Valid, in the sense that it can be listed in the External Links of the Sales forum.

Let's have an official answer please, keeping in mind that a positive answer opens Pandora's box: anyone can list any domain they park at Sedo, regardless of it having bids or not.

In my opinion, unless a domain has a bid it is not justified for sale under External Links as it's merely a listing. In other words, I can list my domains on Craig's List for example and then place a link to them on External Links.
