.ca Domains - Only For Individuals/investors/businesses Based In Canada

I was looking to purchase a .CA domain name this week, but at a few registrars, it's stated that .CA domains are only for entities based in Canada (or that have legal representatives there).
Is there any way around this? Is there a registrar that offers a "representative" (.CA-based) service to enable the domain registration?

Thanks for your insight in advance.
 
just started a thread on this same subject yesterday. when the .ca domains were pushed to me i did not have a problem. question is can owning a .ca name while not being canadian or living in canada become a problem down the line with cira.
