Can anyone buy .co.uk domains?

There are a couple .co.uk domains I'd like to buy and I thought you didn't have to be an UK resident to do so but when I attempt to buy through dynadot they want me to give a "uk registrant". What should I enter for that? Are they open for anyone to buy?
 
I have purchased and sold a couple of .co.uk names in the past and as far as I remember both parties (current owner and buyer) have to mail a form to Nominet for the registrant change.

Registering .co.uk names are fairly easy. I've registered a couple through www.domainnameshop.com and it's the same procedure as regging a .com.

You don't need to be a UK citizen or business.
 
Try Namecheap. I tried to register first at Moniker and got the same thing I think you are getting at Dynadot. then I went through Namecheap and there were no problems.
