You mean site-wide or even across domains? Or do you want it to be targeted like AdSense that it only displays relevant ads according to website content?

Across domains is easy, but for ads to be displayed relevant to site CONTENT (not just domain names or pre-selected keywords), THAT would be difficult and what makes Google, Google.

It would be a real hard time to develop such an application. But you caan develop an eeasy one. Not too complex like Google. Just assign your site with some keywords and then give some keywords as well to your advertiser. then if both matches, then your system should deliver the ads.
