cant change avatar?

I have enough dnf bucks, but every time I try and upload an avatar, or give the url of one, it says that no avatar has been selected?

im on mozilla?

Yes, I select use cutom avatar, then try and upload one from my computer which is 64 x 64 and under 20 kb.

then I get this message:
