I recall seeing some cases where the registered owner was able to keep the domain of a celebrity. Can anyone provide any information that supports the rights to maintain a fan site, etc.? Any reference to WIPO, etc. cases would be appreciated.

well the owner of JerryFalwell.com was allowed to keep his domain because the WIPO panelists concluded:

a) Jerry Falwell, while famous, did not have a name that was synonymous with business or commerce.

b) the site was being used for legitimate criticism of the famous person, and would not be mistaken by visitors as the official Jerry Falwell page.

Im sure you are looking for more mainstream celebrities, so you can prolly look up the WIPO for Sting.com, Madonna.com, etc. (at least i think madonna.com when to the respondent and not the complainant?)
