You cant register new account, multiple account result in perma ban.
only way to change username is by DNF$ shop

Thought I could only earn dnf$ by forum posts but discovered the shop earlier to buy more so I've changed it properly. Thanks.

Couldn't he ask for his current account to be cancelled and then just rejoin leaving him with just one account? Prevenets him from trying to circumvent duplicate accounts by signing up using a different email and ip address.
