Don't ask for a cheap web designer, just ask for a web designer and then negotiate the price. This is like saying: "Looking for a cheap structural engineer to design a talk building".

.. rubbish! .. I and any experienced webdesigner can build a better wordpress website in 3-4 hours that would be better than one done by a wannabe webdesigner who has spent 4 weeks on his "masterpiece".

It doesn't meant they are cheap web designers, it just means they know which tools to use, and that they are efficient.
