Just check out the google pages on "香港" versus "香港市". You will see that it is 50,000 for "香港市" versus 83,000,000 without the "市"

I live in Hong Kong but never heard of 香港市 before.

May be people in China like to call Hong Hong as "香港市" which can emphasis Hong Kong is part of China ...
