Currency conversion penalty at Paypal on withdrawals.

Recently, i was looking at withdrawing USD denominated money out of my Paypal a/c and i realized that the currency conversion rate to my local currency used by Paypal gives me 3% less than market rates!

Has anyone, a forumer out of America, say UK, experienced this and managed to get around this problem?

I tried to withdraw to a local USD bank a/c, but it's not allowed. With this discrepancy, this means we are charged twice the 3% fee.
