does google give TLD preferences in searches?

This may be a dumb question however asking dumb questions is something I am very good at:)

for a given same name does google give preferences to TLD's

e.g. floor.com and floor.net both sites have the very same level of SEO and linking, content etc for ranking purposes - will google invariably list the .com site in front of the .net site through its heirachy preferences?

if so as I believe is the case but am not positive of, will the same occur when .co is out there and searchable or will google be forced to change its logorithms by the owners of .co?

(who has a brother who works at google? :))
