Lets say I am going to register a domain name for a forum and my topic is plumbing.

Is it better to have plumbingchat.com or talkplumbing.com?

Does it matter if the primary keyword is the first or second word in your domain name?

Which one would you choose and why?

depends on the popularity of the keyword. In your examples above both names still sound good and could be remembered by your visitors. you have to research the "keywords" and see what the competition and saturation are.

Yes, it matters. Think about how you would say it, or perhaps more importantly, remember it. However, I have seen both used with success. For example, talkgraphics is a well known site, primarily used by people using xara graphics software, or yorkietalk, for yorkie lovers.

as long as the secondary term is relative to the subject, business model, idea, concept, etc

it can be any of the following...

board
panel
group
discussion
chat
talk

etc.

though some may sound better as the prefix and some better as suffix

If regging for flipping, yes it matters.

If you are regging with plans to develop, it does not matter that much. You will set your keywords and tags, and metatags, to the proper and more correct version.

I'm not SEO expert here. But I suppose that is better to have your content optimized for your keywords. That would help your SEO better then keywords into domain name it self.
