this type of names has no significant reseller value. These are end user names and are screaming for development as you said
. Usually such names are not easy to sell in reseller forums such as this one, but this case is different. Ironically, this reseller forum is the ideal place to find an end user for your names, especially DomainingTips.com.
As for value, I cannot put a price tag on them, it really depends on how much the buyer wants them.
I would say develop them, add some parking company reviews(+affiliate links), some information about domains, some simple domain FAQ, some info on domaining products(+affiliate links)... you get the point. there tons of newbies that come to the forum and ask simple questions like what is overture and how do I park etc... all you got to do is redirect them to that site
