I was preparing such system based on the paid MMS - and than China Telecom cancelled this paid MMS due a lot of people complained they made it by mistake.

So,IMO. why not all china IP cant views parking page.
due to PPC not registered in china govement.didnot pay fee to china govement.
then china govement block him.
