Double taxation

Anybody encountered the double taxation issue?
Either between US and european companies either between european companies.

Can you give an example? Are you talking about VAT + income tax?

I sold a domain at Poland. They asked me to submit a Double taxation form so they didn't withhold 20% of the payment.
Now I am buying from the US and my accountant tells that I have to get that form from each and everyone I buy from...
