I can't make anyone pay but I hope he or she does because I'm getting charged a percentage of the final price. It won't be worth it to jump through hoops to get an Ebay refund for this amount.

Ebay does not charge any fees for a transaction that involves a non paying bidder. They also have a new program that allows you to sell to the 2nd place bidder See this If mediacat = crazy cat that wouldn't surprise me - after all - Don't they have nine lives?
