Emailing possible buyers

Does anyone ever email possible end-users that could be interested in their domain?

If so, how do you go about it & what kinda prices (if any) do you offer them the domain for compared to what price you would give them if they emailed you about the domain?

Also, how is a suggested way to write the email without sounding to spammy?
