Excuse.Me :) PREMIUM domains are available or WHAT !

Just checked and these are available to register.
Not just these ones,but lots of 3Letters domains and many generic/premium/dictionary what ever you say are available to register !
Checked with various registrars.

Went to .me registry that is NIC.ME/DOMAIN.ME.
Checked the who is and they are available.
Again checked with the Register a .ME over there and got the message "The domain bring.me is a Governmental Reserved Name and is available for registration only by eligible applicants."

But at registrars,these are available to register with no such special messages.
I am sorry,but I am confused.
Did I overlook some info or what !
I wanted to register them right away.But confused

Whats the real fact ?
Have you any ideas/news ?

I doubt excuse.me is available although I didn't buy any .me domain.

There are many 'premium' .me domains like excuse.me which are being held by the registrar at the moment, and from what I understand, auctioned off at a later date. Godaddy has quite a few listed on their .Me auctions section that you can sign up for (in order to participate in the auction).

Searching over GoDaddy I found that reserved for auction,but at the same time its freely available to register at other registrars like.

What will happen,if someone registers all those at any other registrar finding the available ones those to be auctioned at GoDaddy ?:?:
