Free music for your ipod

i ran across a website from Russia that directly hits between the light grey and dark grey of free mp3 downloads.

www.tagoo(.ru)
not like Napster or others where people purposely upload music for file sharing. it generates a search engine that robots all mp3 songs online.

do you think that this site is considered illegal, legal or between the spectrum of grey?

I would say it's illegal if you live in a country that's signatory to the international standard Copyright legislations.
Being that it's a russian TLD though, it's probably running on the supposition that it will be used by Russians, as Russia is not a signatory.
