Free SE friendly CMS?

does anyone know of a Free SE friendly CMS?
mainly looking for somethin which can create categories, and pages like content-title-here.html etc

(and i already know of drupal)

there are many that can be easily edited using existing hacks but i don't know of any that is completly SE friendly from the start.
