I have read few threads here on goddady auctions.

will be happy if anyone can advise on the current situation.

I see that bids are allowed on expired names -one moth after they expired, does this mean that if I put a bid and win the owner can still register the domain ?

Yes the original owner can still claim the domain back during that period.

and in the meanwhile, you have to pay within a few days - and if you don't they deduct automatically. (Tdnam deducts from Godaddy accountholder) Godaddy has your money, to be refunded at some point, interest free of course.

ok , so the owner has about a week ( afterwords he is less likely becuase there will be 100$ penalty )

but they also say :

" The domain will transfer to me in 1 week or less after auction close unless reclaimed by the original registrant (in which case, I am entitled to a full refund). "

how can they ensure that , it is only about 40 days after expiration date ?

From the Godaddy/TDNAM terms

no sale will be final until forty five (45) days after the date of expiration

and

For Domain Names Go Daddy owns but designates as Expired Domains and list using the Auction format, transfer of ownership will not be completed until forty five (45) days after the original date of expiration

normally the owner can renew name (at recovery cost) for up to two weeks after you bought it
