To my knowledge the big two -- Google and Overture -- don't allow this. However, if your traffic is very pure (type-in traffic) related to the landing page you're sending them to, it most likely wouldn't cause them any concern.

If you are sending 100s of unrelated visitors to the page sooner or later it will probably be noticed.
