I have not seen much written about this. What is the legal status of regging or buying the .com or other extensions of a developed .gov site?

If www.welovethegovernment.gov was a developed site, and I registered the .com and got some type in traffic, can and will the government have a problem with this? Do they do udrp's?

Also, whether they do or they don't, what sort of revenue multiples do these sites sell for?

Search google for IRS.gov and IRS.com.

I think it depends on the name. If it's more financial oriented, it gets more dangerous.
