I think it is an odds bet....like if the Boston Celtics are 4-1 to win the championship next year....meaning you would get $4 for every $1 you risk if you bet on them and they win the whole thing.

Likewise if you bet on them to not win the championship or 'lose' you would win $1 for every $4 risked...

It is actually a pretty simple concept.

In the UK, it's most common in horse racing where you can pick a horse to lose. Obviously the more fancied the horse is to win, the better the odds are for it to lose. Another term for it is 'lay betting', or 'laying bets'.
