I see a lot of expired domains that used to have good Google PageRank, then when they come available to register, they have a penalty that removes the PageRank. I've also seen a few examples recently of people avoiding the penalty, and coming up with an expired domain registered still with PageRank intact. Can anyone explain this? Is it just luck?
