How to transfer .co.uk domains?

I bought one domain from someone but he doesn't know how to transfer it doesn't allow him to change the first name ,last name to my name at his registar..

I bought a .co.uk name a few months back - what a nightmare. It requires signed original documentation from BOTH parties. The process is unbelievably slow. Here's a link which should provide the information you are looking for.
a word of advice...use delivery confirmation/registered airmail.
