I need a banner made.. who should I go to?

I just spent quite a while fixing up my site and optimizing it. I'll post the URL in my signature after the DNS for the domain updates.

Anyways, I need an inexpensive but high quality banner. I'm planning on runner some ads here and there, and it'd be nice to have an attractive banner. Does anybody have any suggestions for a banner service that is preferably under $15? I'd like it to be animated so that it can show my site's different features. Thanks!
