Can anyone give me help on where to go to download a forum for a website I want to create.. Or Id be willing to pay someone to do it for me...

There are several. I'm a fan of SMF (Simple Machines Forum) but a lot of people use phpBB.

If you want something that is packed with features go with vBulliten but it costs $$$.
