If you register a name in violation of the ccTLD agreement, you will probably get away with it.

If anyone should challenge your registration, you would certainly lose it.

If the Registry audits registrations - like the low volume ccTLD Registries generally do - you will lose your domain.

You need to follow the rules of the Registry.

Geez, if you are in Belgium and you have a hard time registering a .fr, what do you expect us to do?

Dont bother going to the French border and getting a postal address, book a flight to Tahiti ( French Polynesia) book into Club Med, and use the Hotel address.

Whist you have a nice time doing it.

Well it was just a suggestion, the address would look cool on the whois, if .FR have one.
